Maltreated - Distressed
What to do - Report it to your local Guardia Civil or Policia Local - Telephone numbers are in the Yellow Pages (Paginas Amarillas) if you cannot find the owner. Give the address, location, time, name and surname of the owner if you know it, and the kind of maltreatment - distress.
Before making a denouncement against someone for their ill-treatment of an animal, do tell the owner of your concerns on two occasions. Do not leave it too long for them to improve their treatment of the animal. Many people, particularly in rural regions do not realise that they are causing so much distress or neglect to their animals. Sometimes it is only necessary to highlight your concerns and tell them how to improve the situation. Do make it clear that you are taking this seriously and that you will denounce them if there is no improvement. Get the full name and address, (first name and surname), to denounce a person. If you know their animal is suffering, being hurt, is not being given food or water or being left in the heat, being left alone too long, beating it, not letting it out for fresh air, be it a dog, cat, horse, donkey, whatever kind of animal.
For an example letter on making an official denouncement click here. Take one copy to the Ayuntamiento - Registrar department, where the letter will be registered. You can ask them to follow up the actions of the Police. Give the second copy of the letter to your local police station. The police are legally bound to act, and registering the letter ensures their action.
Dogs are by law not allowed to bark during the night. If they are barking or howling due to distress, report it to your local Guardia Civil, or Policia Local - Telephone numbers are in the Yellow Pages (Paginas Amarillas).
